1. salvage the 20% enchant and adept if you can get both, staff is junk, only actual inherant on it is 15% recharge healing... it is not "bugged", this was discussed on another thread and on others. Older staves with adept, or the +1 20% to items attribute show as the mod says.
2. Also not max - not uncommon to find staves and wands that are gold r8 with many parts of it that are not max. >18% HSR, 10-19 dmg< I would salvage the adept and merch it as well.
